A portfolio-driven logic could route demand toward Volta regardless of external market validation. The second co-lead's identity determines the risk profile. The narrative framing deserves equal scrutiny. "Reshaping how startups access resources" is the stated mission. But $10 billion contracts are negotiated by governments, sovereign funds, and hyperscale buyers — not seed-stage founders. The democratization story is inverted. The companies that consume Volta's capacity will be the same large entities that dominate every other compute market. This is not disruption. It is gatekeeping with a rebrand.
